Student Data Privacy in Missouri
Missouri approaches student data privacy differently than neighboring Illinois, and the difference matters when districts evaluate vendors. Under Mo. Rev. Stat. section 161.096, districts are not required to obtain a signed data privacy agreement with every education technology vendor. Instead, the emphasis falls on governance: appropriate privacy and security controls, restricted access to personally identifiable student data, and contract provisions that prohibit vendors from selling student data or using it for advertising.
In practice, that means Missouri districts need durable documentation and repeatable oversight rather than a single signed form: inventories of what data is collected and why, role-based access, vendor contract safeguards, and periodic review when tools or terms change.
Many districts handle this through MOREnet, which operates within the University of Missouri System and supports more than 400 K-12 schools statewide. MOREnet established the Missouri Student Privacy Alliance and a common data privacy agreement that districts can adopt rather than negotiating vendor by vendor.
QNS operates within that framework. District legal counsel remains the authority on compliance questions, and our role is to make sure the technology side supports that work rather than complicating it.
