Student Data Privacy and Compliance for K-12 School Districts

FERPA, COPPA, and State Privacy Requirements, Handled Alongside Your IT Team

What Is Student Data Privacy and Compliance from QNS?

QNS's student data privacy and compliance service helps K-12 districts protect the student records they hold and document that protection for the laws that govern it. That covers access controls around your student information system and Google Workspace, review of the edtech apps and vendors that touch student data, and the policies, agreements, and records that FERPA, COPPA, and state laws like Illinois SOPPA expect you to keep. QNS has worked exclusively with school districts since 1997 and supports more than 200 districts.

The compliance workload keeps growing while district technology teams stay the same size. A typical district runs dozens of online tools, each with its own data practices, and state laws now expect districts to track those vendors, sign written agreements, and notify families quickly when something goes wrong. Most of that work falls on one or two people who already cover everything else.

Why QNS is the Trusted Choice for Student Data Privacy and Compliance

Security and Paperwork, Together

Covers the technical controls and the documentation together, which is where most district privacy programs come apart.

Built to Work With Your Team

Your staff keep running daily IT and approving classroom tools. We add the privacy expertise and vendor review a small team cannot staff on its own.

K-12 Privacy Is All We Do

We work only with school districts, so FERPA, COPPA, SOPPA, and state student data rules are our everyday work, not a side specialty.

Ready When Someone Asks

Records organized so you can answer a parent, board member, auditor, or insurance carrier without scrambling.

What We Typically Find in District Environments

Most districts are not ignoring privacy. They have a set of gaps that built up one approved app at a time. The pattern matters more than any single finding: an unvetted classroom tool or an over-shared folder can expose more student data than a sophisticated attack.

Unvetted Classroom Apps

Free tools adopted by individual teachers with no data privacy agreement in place.

Outdated Vendor Lists

Published operator lists and signed agreements that no longer match what is actually in use.

Over-Shared Student Records

Drive folders and SIS permissions that give staff more access than their role requires.

No Breach Notification Plan

No written process for notifying families within required timelines.

Data Kept Too Long

Student data held by vendors and on district systems long after it is needed.

What Student Data Privacy and Compliance Includes

Our program covers the essentials every district needs. Four layers that work together, because a signed agreement means little if the data is exposed, and strong security means little if you cannot show it to the people who ask.

Edtech Vendor and App Review

Review of the online tools and services that collect student data, matched against your signed agreements and state requirements. We help districts use resources like the Student Data Privacy Consortium's National Data Privacy Agreement, so vendor terms follow a consistent standard instead of whatever each vendor offers. The result is a current, defensible list of approved tools and the paperwork to back it up.

Student Data Access Controls

Role-based permissions across your student information system, Google Workspace for Education, and file shares, so staff see the records their job requires and nothing more. Drive sharing settings are one of the most common sources of accidental exposure we find, and one of the easiest to correct once someone is looking.

Compliance Documentation and Reporting

Data inventories, policies, operator lists, and agreement records kept organized and current. For Illinois districts, that includes the SOPPA requirements to post operator lists annually and post written agreements within 10 days of signing. For Minnesota districts, it includes the parent notice and contract review obligations for technology providers that took effect with the 2022-2023 school year.

Breach Response and Notification Planning

A written plan for what happens when student data is exposed, including who decides, who gets notified, and when. Illinois SOPPA requires districts to notify affected parents within 30 days of a breach, and a plan built ahead of time is what makes that deadline realistic.

If Your District Needs Broader Security Coverage

Privacy and compliance protect student data through policy, agreements, and access. Districts that also need protection against active threats typically add School Shield for 24/7 monitoring and response, network security, or backup and disaster recovery alongside it.

We will tell you which of those your district actually needs. Not all of them, and not the largest package we can assemble. For districts without IT staff or a provider in place, our K-12 Security Services and K-12 IT Services cover the full picture.

Supporting Student Data Privacy Services

QNS also provides the controls that make a district's privacy position defensible rather than merely documented. Our supporting student data privacy services for K-12 education include the following...

Data Inventory and Mapping

A clear record of what student data the district holds, where it lives, who can reach it, and which vendors receive it. Every other compliance task depends on knowing this, and most districts have never had it written down in one place.

Data Retention and Secure Disposal

Retention schedules for student records and verified deletion or return of data when a vendor contract ends. The FTC's updated COPPA Rule, with a compliance deadline of April 22, 2026, bars operators from keeping children's personal information indefinitely, and districts benefit from holding their vendors to the same standard.

Staff Privacy Training

Practical, K-12-specific training on FERPA basics, approved apps, and safe sharing. Most privacy incidents in districts start with a well-meaning educator, not a malicious one, and clear guidance prevents most of them.

Content Filtering and CIPA Support

Filtering configured to meet Children's Internet Protection Act requirements for E-rate eligibility, set up in a way that respects the limits some states place on monitoring student devices.

Student Data Privacy Laws That Apply to Districts

At the federal level, FERPA governs access to and disclosure of student education records, and COPPA governs online services that collect personal information from children under 13. The FTC updated the COPPA Rule in 2025, expanding the definition of personal information to include biometric identifiers and tightening limits on how long that data can be kept.

State laws add their own layer. Illinois SOPPA requires written agreements with operators, published operator lists, reasonable security practices, and breach notification to parents within 30 days. Minnesota requires districts to notify families about technology providers and give them a chance to review those contracts. Districts in Missouri, Iowa, and Wisconsin commonly use standardized data privacy agreements through the Student Data Privacy Consortium. QNS tracks the requirements across all five states we serve so your team does not have to.

Common Questions About Student Data Privacy

Does this replace our existing IT team or provider?

No. It is designed to work alongside your current staff, tools, and providers. Districts most often add it because their team handles day-to-day support well but does not have the time or specialized knowledge to keep vendor agreements, policies, and state requirements current.

What is the difference between FERPA, COPPA, and SOPPA?

FERPA is the federal law that protects student education records and controls who can see them. COPPA is the federal law that governs online services collecting personal information from children under 13. SOPPA is Illinois’ state law that adds specific requirements for districts and the edtech operators they use, including written agreements, published vendor lists, and breach notification timelines.

Do teachers need approval before using a new app?

Any app that collects student data should be reviewed first, and in states like Illinois the district needs a written agreement in place before student data is shared. We help districts set up a simple request and review process so teachers can get useful tools approved quickly without creating compliance gaps.

What happens if a vendor we use has a data breach?

Families will look to the district first, even when the breach happened on the vendor’s side, and state law may require the district to notify them. A breach response plan and current vendor agreements make it clear who does what, and how quickly.

How long does the free assessment take?

The review is not disruptive to district operations and does not require taking systems offline. The output is a written report you can read, share, and act on at your own pace.

What happens if you find something serious?

We tell you plainly, explain what it means in practical terms, and lay out what fixing it would involve. The assessment is not conditional on buying anything, and the report is yours regardless of what you decide to do next.

Technology is constantly growing and changing. It is very costly and difficult for a small rural school to stay current and provide resources that afford our students the same reliable networks as students in larger districts. Since QNS first expanded into Missouri, they have provided tremendous support for me as a Superintendent, from network support down to recommending the best equipment and installation.  I am thankful for their guidance and knowledge about all things relating to technology.   They truly are a partner in education and I couldn't imagine running a district without them.
